Where Things Stand Right Now

Cyprus has been an EU member since 2004, but it has remained outside the Schengen Area, meaning separate visas were required for travel to other EU states. That is about to change.

"We will join the Schengen zone in 2026."

President Nikos Christodoulides, May 2025

The government has stated all technical boxes are ticked: biometric e-gates are installed at Larnaca and Paphos airports, Cyprus has been connected to the Schengen Information System (SIS) since July 2023, and an inter-ministerial Schengen Task Force was created to keep the schedule on track.

The EU Commissioner for Home Affairs confirmed in January 2026 that the unresolved division of the island will not derail Cyprus's Schengen bid. The remaining steps are the European Commission's evaluation report and a unanimous vote in the EU Council.

  • Biometric e-gates installed at Larnaca and Paphos airports
  • Connected to Schengen Information System (SIS) since July 2023
  • Inter-ministerial Schengen Task Force operational
  • EU evaluation inspection completed December 2025
  • Green Line (division issue) formally excluded as a blocker
  • EC evaluation report publication (expected early 2026)
  • Unanimous EU Council vote required

What Changes for You

Schengen accession affects different groups differently. Here is the honest picture for each.

🏠

Cyprus PR Holders

If you already hold a Cyprus permanent residency permit, your permit is not reissued or changed. It simply gains a significant new benefit.

Now Cyprus PR gives right to live in Cyprus. Travel to Schengen countries requires a separate visa.
After Cyprus PR gives right to live in Cyprus plus 90-day visa-free travel across all 29 Schengen states per 180-day period.
💼

Investors Considering Cyprus Now

The fast-track investment route requires a €300,000 property purchase and grants permanent residency in approximately 4 to 6 months. That threshold is in active discussion for an increase.

Now €300,000 investment, PR within 4 to 6 months, no mandatory stay requirement, Schengen visa still required for EU travel.
After Higher threshold expected. PR gains Schengen-wide travel. The programme becomes considerably more valuable, and likely more expensive to enter.
🌍

Temporary Residents and Visa Holders

Those on temporary permits, digital nomad visas, or Category F temporary permits will also see meaningful changes to how Cyprus sits in the broader EU travel picture.

Now Cyprus issues its own national short-stay visas. A valid Schengen visa already allows entry to Cyprus (Cyprus unilaterally recognises them).
After A Schengen Type C visa issued by Cyprus will permit travel to all 29 Schengen states. Cyprus becomes a full gateway into the Schengen zone.

The Investment Window
Is Open. For Now.

The current €300,000 threshold has been unchanged since the programme was reformed. An increase to €500,000 is under government discussion. No official decree has been published, but the direction is clear.

1
The programme becomes more valuable after accession. Schengen travel is a major benefit. When a residency programme adds that kind of mobility, the price goes up. That is not speculation. It is what happened in other EU states when their investment residency programmes gained international recognition.
2
An increase from €300k to €500k is under active discussion. Multiple government sources and immigration firms monitoring Cyprus policy have confirmed this. Nothing is signed yet. Applications submitted under the current rules are assessed under the current rules.
3
The fast-track route still processes in 4 to 6 months. If you apply now, there is a realistic window to secure your PR at the current threshold before any formal increase takes effect. The key is starting the process before the announcement.
4
Cyprus PR has no mandatory continuous stay requirement. You visit once every two years to maintain status. This is one of the most flexible residency structures in the EU, and Schengen accession makes it significantly more useful.

Investor

You want EU residency with real investment value

Cyprus ticks all the boxes: 15% corporate tax, 0% capital gains, 0% inheritance tax, non-dom exemption on dividends, and soon, Schengen travel. The investment case is strong now. It gets stronger after accession, and more expensive to enter.

You want a stable base in the Mediterranean

Cyprus permanent residency means no renewal, no annual reviews, and no mandatory stay requirements. After Schengen accession, it also means the freedom to travel across Europe without applying for visas each time. That is a meaningful quality-of-life change.

Yes. Once Cyprus joins Schengen, all Cyprus permanent residency permits gain Schengen travel rights automatically. No reapplication, no reissuance, no additional fee. Your existing pink slip simply becomes more powerful.

The current €300,000 threshold is in force and applications filed now are assessed under current rules. We monitor policy developments closely and will update clients as the situation changes.
No. Schengen accession is a travel and border control policy change. Cyprus non-dom tax rules, the 60-day tax residency option, 0% dividend exemption, and 15% corporate tax are governed entirely separately and are unaffected by Schengen membership.
Yes, absolutely. There is no freeze or pause on applications pending Schengen entry. The fast-track investment route (Regulation 6(2)) processes in approximately 4 to 6 months. Applying now gives you the best chance of securing your PR at the current €300,000 threshold before any increase takes effect.
Temporary residents will benefit from Cyprus becoming a full Schengen gateway. Short-stay visas issued by Cyprus will become Schengen Type C visas, valid across all 29 states. Longer term, if you are on the path to permanent residency, your eventual PR will carry Schengen travel rights.
