The short answer. The yellow slip is the Registration Certificate of a Union Citizen, form MEU1. Any EU, EEA or Swiss national staying in Cyprus beyond three months registers for it. There are six separate document lists: worker, student, minor or dependant under 21, dependent ascendant, visitor or visiting pensioner, and spouse of a Cypriot citizen. Every one of them demands the same two things that cause most refusals: a properly stamped and certified rental document with original receipts and a utility bill in your name, and Plan A health cover that includes body transport.
EU nationals are often told the yellow slip is a formality. The right to reside is, and that part is settled by the treaties. The registration is not. It is a documentary exercise with specific certifications, and it is refused or sent back for paperwork, not for eligibility.

Which of the six applies to you
Start here, because the lists differ more than people expect. Pick the ground you are actually registering on.
Registering as a worker
This covers employed, self employed and involuntarily unemployed applicants.
- Copy of a valid passport or identity card, with the original presented at submission.
- Part III, Employment Data on the application form, signed and stamped by your employer, with a salary certificate where applicable.
- Certificate of registration with the Social Insurance Services and a detailed statement of contributions naming your last employer and salary. If you are self employed, a certificate of payment of contributions for the last four months.
- Marriage or civil partnership certificate, duly certified and translated if it took place abroad, original at submission, where applicable.
- Divorce, dissolution or death certificate where applicable, original at submission.
- Birth certificates of children, duly certified and translated, where applicable.
Two situations have their own rule. If you pay social insurance in another EU country, you present form A1 together with Plan A health cover. If you worked in the Republic and are not working now, you need a certificate from the Department of Labour confirming that you are involuntarily unemployed, that you are seeking work, and that you exercised professional activity here in the last one year, plus Plan A cover or GHS registration.
Registering as a student
- Passport or identity card copy, original at submission.
- Certificate of attendance at a private or public educational institution of the Republic, including vocational training courses.
- Evidence of stable or satisfactory income, specifically bank account activity for the last quarter.
- If you are a dependant of parents living here: copies of their passport or identity card, a copy of their MEU1, and your birth certificate.
- If dependent on your parents, evidence of their stable income, meaning pension, bank accounts, rents, dividends or interest. If they work, a detailed statement of their social insurance contributions naming employer and salary.
Students have one extra option on health cover. Alongside Plan A insurance and GHS registration, the European Hospitalization Card is accepted.
Registering as a visitor or visiting pensioner
This is the route for EU nationals who are not working and not studying, which in practice means most retirees.
- Passport or identity card copy, original at submission.
- Evidence of stable or satisfactory income: pension, interest on deposits, dividends or rent.
- Bank account activity for the last quarter.
- Marriage or civil partnership certificate where applicable, and divorce, dissolution or death certificate where applicable, duly certified and translated.
If you are retiring here, this category is covered in depth in the yellow slip guide for retired and non working EU nationals.
For pensioners the health requirement has its own path. Instead of a private Plan A policy you can use the E121 or S1 form issued through the Ministry of Health, or a GHS registration certificate with body transport cover.
Not sure which ground you should register on?
It is the one decision that changes your whole document list, and it is easy to start down the wrong one. Fifteen minutes now saves a wasted trip to the office.
Check which list applies to youRegistering a minor or dependant under 21
- The child's passport or identity card copy, original at submission, and their birth certificate, duly certified and translated.
- Parents' passport or identity card copies and a copy of their MEU1 or MEU2.
- Parents' marriage or civil partnership certificate, certified and translated.
- An original court decision on parental responsibility, or the sworn consent of the other parent for the child's stay and its proposed duration, given before a competent authority of that parent's country, duly certified and translated.
- Original certificate of attendance or enrolment at an educational institution, where applicable.
- A signed employment certificate from the parents' employer stating the proposed duration of employment and the weekly or monthly salary.
- Parents' social insurance registration and detailed contributions statement.
If the parents are not working, you file evidence of stable and satisfactory income, whether from employment outside the Republic or other sources, plus bank account movement for the last trimester. If a parent used to work here and no longer does, the Department of Labour certificate applies, and for this category it requires professional activity of more than one year in the Republic.
Registering a dependent parent or grandparent
A dependent direct ascendant registers on the strength of the European citizen supporting them.
- Passport or identity card copy, original at submission.
- The child's passport or identity card, their birth certificate and a copy of their MEU1.
- A certificate of marital status from a competent authority in the country of origin showing all members of the applicant's family, duly certified and translated.
- An Oath Declaration of responsibility for expenses and hospitality, given by the European citizen.
- Evidence of that citizen's stable or satisfactory income and a detailed social insurance contributions statement naming employer and salary, or, if they are not working, pension, bank accounts, rents, dividends or interest.
Health cover follows the pensioner pattern, so E121 or S1 is accepted for pensioners alongside Plan A insurance or GHS registration.
Registering as the spouse of a Cypriot citizen
- Your passport or identity card copy and your Cypriot spouse's, originals at submission.
- Marriage or civil partnership certificate, duly certified and translated.
- Children's birth certificates, certified and translated, where applicable.
- Evidence of your stable or satisfactory income, and evidence of your Cypriot spouse's income with a detailed social insurance contributions statement naming employer and salary. If either of you is not working, pension, bank accounts, rents, dividends or interest.
- A signed Declaration of Harmonious Cohabitation of the couple at your officially declared address, certified by the relevant Parish President or the President of the Community Council.
That last document surprises nearly everyone. It is not sworn at a court or a lawyer's office. It is certified locally, by the president of the parish or community council where you actually live, which means your declared address and the certifying authority have to match.
The accommodation rules that refuse most applications
This requirement is identical across all six lists, and it is where files fail. A title deed is straightforward. A rental document is not. It must be:
- Duly stamped by the Superintendent of Stamping.
- Certified by a certifying officer as to the signatures of both the landlord and the tenant.
- Submitted with original rent payment receipts.
- Showing the name of the owner and tenants, ID number, ARC of the foreign or European national, and contact numbers.
- Showing the address that will become your official postal and contact address with the department.
- Accompanied by an original utility bill from the Electricity Authority of Cyprus or the Water Supply, in the name of the tenant.
The accommodation rules are set out in full, with the order to do them in, in the Cyprus rental document guide.
Read that last line again, because it is the single most common reason a first application is turned away. The bill has to be in your name, not the landlord's. In a new tenancy that means transferring the utility account and then waiting for a bill to be issued. That wait is not days.
The health cover requirement, in one paragraph
Every category needs health insurance covering inpatient care, outpatient care and body transport costs, referred to as Plan A. A Certificate of Registration with the GHS plus body transport cover is accepted instead. Students may use the European Hospitalization Card, and pensioners may use E121 or S1 from the Ministry of Health. The element people miss in every case is body transport, which ordinary travel and expat policies exclude.
Common questions
What is the Cyprus yellow slip?
It is the Registration Certificate of a Union Citizen, form MEU1, issued by the Migration Department. EU, EEA and Swiss nationals staying in Cyprus beyond three months register for it. It confirms your right of residence as a Union citizen. It is a registration rather than a permission, but it still has to be supported by a specific set of documents.
What documents do you need for a Cyprus yellow slip?
It depends which of the six grounds you register on: worker, student, visitor or visiting pensioner, minor or dependant under 21, dependent ascendant, or spouse of a Cypriot citizen. All six require a passport or identity card, proof of accommodation in the form of a title deed or a stamped and certified rental document with original receipts and a utility bill in your name, and Plan A health cover including body transport.
Why does the utility bill have to be in my name?
The rental document and an original utility bill from the Electricity Authority of Cyprus or the Water Supply, in the name of the tenant, together establish the address that becomes your official postal and contact address with the department. A bill in the landlord's name does not do that, which is why files are sent back over it.
Can I get a yellow slip in Cyprus if I am retired?
Yes, under the visitor or visiting pensioner category. You show stable or satisfactory income such as a pension, dividends, rent or interest on deposits, together with bank account activity for the last quarter. For health cover, pensioners can use the E121 or S1 form through the Ministry of Health instead of a private Plan A policy.
What is the Declaration of Harmonious Cohabitation?
It applies when you register as the spouse of a Cypriot citizen. It is a signed declaration that the couple live together at their officially declared address, and it must be certified by the relevant Parish President or the President of the Community Council for that address, rather than by a court or a lawyer.
Do self employed EU nationals need anything different?
Yes. Instead of a signed and stamped employment section and a salary certificate, a self employed applicant provides a certificate of payment of contributions to the Social Insurance Fund covering the last four months.
