The short answer. An application under Regulation 6(2) needs twelve things: passport copies, a CV, proof of income, proof the investment money came from abroad, the investment documents themselves, proof of accommodation, statements of non-employment, criminal record certificates, health insurance, marriage and birth certificates, and an authorisation if a representative files for you. The list below is the official one, annotated with what each item actually has to look like.
Official source. Regulation 6(2), 4th Revision, Cyprus Migration Department. Last reviewed 16 October 2026.
Applications are rarely refused on eligibility. That part is usually settled early. What costs people months is a file sent back for a document that was missing, stamped in the wrong place, or issued by the wrong authority. A deficiency does not hold your place in the queue. It sends you to the end of it.
The official list, and what each item really means
This is the Migration Department's own checklist for Regulation 6(2). The notes under each item are what I see go wrong.
Item 5 changes completely depending on your route
Almost nobody explains this, and it is the part that sends people to the wrong document list.
| Category | What you file |
|---|---|
| (A) House or apartment | Title or contract of sale, stamped by the Stamps Commissioner and the Department of Lands & Surveys, plus proof of payment of at least €300,000 plus VAT. Search Certificate of Immovable Property if required. |
| (B) Other real estate | The same documents. Offices, shops, hotels and similar, and here a resale is permitted. |
| (C) Company share capital | Share Purchase Agreement of at least €300,000, Shareholders Certificate and Certificate of Incorporation, a business profile, and evidence of employed personnel from the Social Insurance Services. |
| (D) Collective investment units | Titles or proof of units of at least €300,000, CySEC confirmation of the fund's setup, and the fund memorandum. |
The stamping point on (A) and (B) catches people regularly. The contract has to be stamped by both the Stamps Commissioner and Lands & Surveys. One without the other comes back.
The income you must prove alongside it
The investment is only half of it. You must also show a personal secured annual income of at least €50,000, rising by €15,000 for a spouse and €10,000 for each dependent minor child. Your spouse's income can be counted towards the total.
There is a distinction here worth knowing. If you invest under category (A), that income must come from abroad. If you invest under (B), (C) or (D), it may come wholly or partly from activities inside Cyprus. That single difference changes which route suits someone who intends to earn here.
The seven reasons files get sent back
A missing document does not hold your position in the queue while you fetch it. It produces a request letter, then reprocessing. Every deficiency adds months, and you rejoin at the back rather than where you were.
The order that saves time
Start the apostilles first. They are the longest lead item and the only one you cannot do once you have left. Everything else can be assembled around them.
Then the criminal record certificates, which also have to be requested rather than produced on demand. Then the income documentation. Then the Cyprus side items, which need you here or represented.
Allow two to six months for the application itself once a complete file is in.
Common questions
What documents are needed for Cyprus permanent residency by investment?
Twelve items: passport copies for you and your dependants, a CV, a tax return proving your income, proof the investment capital came from abroad, the investment documents for your category, proof of accommodation, statements of non-employment, criminal record certificates, health insurance, marriage and birth certificates, and an authorisation if a representative files for you.
What income do I have to prove for Cyprus permanent residency?
A personal secured annual income of at least €50,000, rising by €15,000 for a spouse and €10,000 for each dependent minor child. Your spouse's income can count towards the total.
Does my income have to come from outside Cyprus?
Under category (A), the house or apartment route, yes. Under categories (B), (C) and (D) it may come wholly or partly from activities inside Cyprus.
What if my country does not issue a tax return?
The policy clarification permits an official certificate from an independent Certified Accountant instead of a tax return declaration.
Where does the contract of sale need to be stamped?
By the Stamps Commissioner and the Department of Lands and Surveys. Stamped at one and not the other, it comes back.
How long does the application take?
Allow two to six months from submission of a complete file. Incomplete files take considerably longer, because a deficiency restarts your position rather than pausing it.
Send Me Your List and I Will Check It
Before you submit anything, send me what you have assembled. I will tell you what is missing and what will come back. It takes a few minutes and it is the cheapest part of the whole process.
