Which Property Qualifies for Cyprus Residency?

Resale does not qualify for residential. It does for commercial. That single distinction costs people entire purchases, and almost nobody explains it before the money moves.

The short answer. For the Cyprus fast track residency route, residential property must be a new build bought directly from a development company, and resale residential does not qualify at any price. Commercial property qualifies on different terms, and it can be a resale. The qualifying investment is at least €300,000 plus VAT.

That paragraph is the whole article. Everything below explains why, and what it means for a property you are actually looking at.

Why resale residential never qualifies

This is the rule that catches most people, and it catches them late.

A resale is any property that has been sold to a private owner before you. It does not matter how new it looks, how recently it was finished, or whether anyone ever lived in it. If it has had a private owner, it is a resale, and for residential property that puts it outside the route.

It also does not matter what it costs. A resale apartment at €900,000 is no more qualifying than one at €310,000. Price is a separate test and passing it does not rescue a property that fails the first one.

The reasoning is straightforward once you see it. The route exists to direct investment into new development rather than into the existing housing stock, which is why the requirement is a first sale directly from a development company.

Where this goes wrong

A resale is often the better property. Established area, mature building, frequently cheaper than the new build down the road. Buyers find the better deal, buy it, and discover afterwards that it cannot support the application they bought it for. By then the money has moved.

Commercial property is treated more generously

Most people never find this out, because they assume the residency route means buying an apartment.

Offices, shops, hotels and other commercial premises qualify, and unlike residential they do not have to be new builds. A resale commercial property is eligible.

That matters if you have been priced out of qualifying residential stock, or if you were going to buy commercial premises anyway for a business. It is worth knowing before you narrow your search to apartments.

The three questions that decide it

Before you look at anything else about a property, establish these.

1
Is it residential or commercial? The rules diverge immediately, and the answer changes whether resale is even a question.
2
Has it ever been sold to a private owner? Not "is it new", not "has anyone lived in it". Has it had a private owner. That is the test.
3
Who is the seller, legally? For residential it must be a development company. An agent marketing a developer's unit is fine. An agent marketing a private owner's unit is not, however new the building is.

Those three answers settle most cases in under a minute. You can run them yourself with the property qualification checker, which asks exactly these questions and tells you where you stand.

What about combining properties?

A combination of property types is permitted. Which combinations work depends on the specific properties, so it is worth confirming before committing to either purchase rather than buying one and hoping the second fits around it.

Price is necessary but not sufficient

The qualifying investment is at least €300,000 plus VAT.

People treat this as the rule. It is one of several, and it is the one least likely to be the reason an application fails. A property can clear the threshold comfortably and still be disqualified on type or seller, which is the scenario this page exists to prevent.

What this page cannot tell you

Two things, and I would rather say so than pretend otherwise.

The income requirement. The route also requires a secured annual income from overseas sources, rising for a spouse and for each dependant. The thresholds change, and a figure copied off a website and repeated for two years is exactly how people end up short. Confirm it at the time you apply, from your adviser or the Civil Registry, not from a blog post.

Whether your specific property qualifies. Type, seller and price are the three tests that disqualify most properties, and this page covers them. But title, permits and how the purchase contract is structured all matter too, and those cannot be assessed from a listing.

Common questions

Does a resale property qualify for Cyprus permanent residency?

Not for residential. It must be a new build bought directly from a development company, and resale residential does not qualify no matter what it is worth. Commercial is different, and resale commercial does qualify.

Does commercial property qualify for Cyprus residency?

Yes. Offices, shops, hotels and other commercial premises qualify, and unlike residential they can be resale rather than new build.

What is the minimum property value for Cyprus permanent residency?

At least €300,000 plus VAT in a qualifying investment.

Can I combine two properties to reach the threshold?

A combination of property types is permitted. Which combinations work depends on the specific properties, so confirm before committing to either.

Why does resale residential property not qualify?

The route is designed to direct investment into new development rather than the existing housing stock, which is why it requires a first sale directly from a development company.

How do I check whether a specific property qualifies?

Establish whether it is residential or commercial, whether it has ever been sold to a private owner, and who the seller legally is. Those three answers decide most cases.
